Ottimo description

Ottimo is an App for resolution of linear programming problems.
It is written with modern programming language Kotlin.
Ottimo is a demo programm and permit resolution of problems with max fifteen variables and eight constraints.
This App is also an example of java library integration from Kotlin, in fact it uses java library SSC by Dott. Stefano Scarioli (http://www.ssclab.org/info.html).
